Fairer Bylaw Reform
This is not a proposal to weaken bylaw enforcement. It is a proposal to make it fairer, more efficient, and more resistant to abuse, outcomes that serve residents, officers, and the City’s institutional integrity alike.

Actions for change!
The Ask
We are asking Surrey's Mayor and Council, and the City's Bylaw Enforcement and Planning departments, to:
- Amend the Zoning Bylaw's recreational unit parking criteria to measure the 1-metre setback from the sidewalk edge, or the edge of pavement where there is no sidewalk, instead of from the property line.
- Reform the bylaw complaint process so enforcement begins only when a complaint is supported by two independently affected properties within same 30 day period white urgent safety matters require only a single source report.
The reforms are designed to work within existing staffing and systems, and by reducing grievance-driven complaints they free officers to focus on real community concerns. The result is a fairer system that protects residents and strengthens public confidence in bylaw enforcement.
No new staff. Just a fairer system that protects residents and restores public confidence in bylaw enforcement.
